Flemish Data Utility Company Discovers the Power of Low-Code
Business
Since 2023, Flanders has had its own data utility company: Athumi. “Think of us as the data equivalent of Fluvius,” says Frederik Van Outryve, Lead Sales & Partners at Athumi. “We build the data infrastructure that organizations need to exchange data safely and in a controlled way.” Athumi operates today both within Flanders and beyond, with 6,000 connected companies across about ten industries.
A Flemish Data Utility Company
Athumi was founded with the ambition of putting Flanders on the map as a data economy. “Data can improve and accelerate business processes and give our economy a boost,” Frederik explains. “Companies recognize this, but European data regulations are complex. That creates a barrier we want to eliminate. Organizations and sectors can call on our help to build secure, robust data platforms and ecosystems that span both public and private players."
He adds: “Organizations that want to optimize processes sometimes need access to sensitive data: personal information or trade details that competitors or partners do not easily want to share. As a neutral party, we bring all the stakeholders together and determine how access to specific data is governed, both technically and financially, and who retains control.”
From Paperwork to Digital
Frederik illustrates this with the example of eLys, a platform Athumi developed together with the funeral sector and relevant government authorities: “In the past, when someone passed away, a physician would complete a paper form that then had to be sent to the local government, the Flemish authorities, and the funeral director. Today, that entire process runs fully digital through our platform.”
The initiative typically originates within the sector itself. “We develop solutions for utilities, staffing agencies, mobility, and the construction industry, among others,” Frederik explains. “For example, the construction sector was looking for a way to exchange building material specifications between manufacturers, wholesalers, engineering firms, architects, and project owners. Dozens of stakeholders all require the same data — yet until now, that information had to be submitted repeatedly, over and over again.”
Balancing Public and Private Interests
Athumi operates at the intersection of the public and private sectors. According to Frederik, that is also the biggest challenge. “We bring together data providers and data consumers; often government entities on one side and private companies on the other. While governments safeguard their data very strictly, businesses want to move forward quickly and efficiently. We need to earn trust on both sides.”
At the same time, Athumi sets the standard itself. “When it comes to compliance, we have to be best in class. That’s why an independent advisory committee evaluates every project and every participating partner against ethical and legal criteria, including privacy regulations, data strategy, and cybersecurity. This advisory process builds trust, but it also adds complexity to our operations. Companies want to move fast, and we must reconcile that speed with a high level of rigor and precision.”
Solution
Until recently, Athumi’s advisory process was entirely manual. Files were created in Word, sent by email, and enriched with feedback in various versions and attachments. Tracking progress happened via email and Excel. If an email was missed, or someone was absent, the process could grind to a halt.
Targeted Digitalization
“Cycle times of three to four months were not uncommon,” says Frederik. To increase speed while still adhering to strict compliance rules, he decided to automate the advisory process.
“I didn’t want a large-scale technology overhaul,” he continues, “but a targeted digitalization effort: replacing loose documents and endless email threads with a single, centralized process featuring clear steps, statuses, and responsibilities. It seemed like an excellent use case for low-code technology. We had never used low-code before, but if it worked, we could make a big impact even with a limited budget.”
One Process, One Source of Truth
As a Microsoft customer, Athumi quickly turned to the Microsoft Power Platform. Together with Cegeka, they broke down the entire advisory process into clear steps and digitized each step within the Power Platform.
Files are now created digitally in Power Platform and tracked throughout the entire workflow. Who submitted a request? Where is the file currently? Which reviews have been completed? What actions remain open? All information is transparent and traceable at every stage.
Using Power Pages, the team also built an online portal for advisory committee members. Instead of receiving emails with stacks of attachments, they now have a single overview of all pending files, including status, context, and prior advice.
From 4 months to 6 weeks
The impact was immediate. Where files previously took months to process, Athumi now targets a six-week turnaround. At the same time, users can instantly see where files are stalled, enabling much more focused follow-up.
“And this is just step one,” says Frederik. “Because everything is now digital and structured, we can eventually use AI to pre-screen files before they reach the advisory committee. This gives our colleagues involved in the advisory process even more time — time they can use to provide companies with far more detailed guidance.”
Approach
Athumi deliberately chose not to run the project purely as an IT initiative, but as a business-led transformation. The five staff members who handle cases daily were involved from the start alongside Cegeka Business Solutions.
Business Driven from Day One
“This project could not be an IT story; it had to be a process that truly works in practice,” Frederik explains. The focus was on results: less manual work, fewer errors, and greater predictability. That made it crucial to engage users from the beginning and give them time to adapt and contribute. This strong stakeholder involvement created ownership right away, and the project delivered value immediately."
Small Budget, Big Impact
Athumi had worked before with Cegeka through government framework agreements. “We compared other parties, but Cegeka stood out because of their strong Power Platform expertise and pragmatic approach,” Frederik says. “Their proposal also fit within our budget.”
That budget fit was key for Frederik: “I wanted to show internally that you can accelerate processes with low-code without massive investment. And we succeeded!” Cegeka completed the project neatly within budget. “It was a very pleasant collaboration. From Project Manager to Solution Architect, everyone spoke the language of our business.”

The result is a successful digital transformation that built confidence in Microsoft Power Platform — and in Cegeka Business Solutions.
“The next step is self-service for companies joining a data project,” Frederik says. That capability is already developed, but Athumi wants to gain more experience before fully rolling it out.
Meanwhile, new projects with Cegeka are already in the pipeline, driven by the same principle: proving that compliance and efficiency can go hand in hand.
